TRASPARENZA AMMINISTRATIVA E VALUTAZIONE DELLA PERFORMANCE IN SANITÀ NEL QUADRO DELLE RECENTI RIFORME DI SETTORE

The article aims to evaluate the transparency and the performance as- sessment of the of Health National Service. The survey shows that in this ambit, characterized by a significant information deficit in contextsgoverned by lawlessness, resource poverty and mass disinformation, health protection is realizedessentially through the risk prevention and management attributed to the National Health Service protagonists and is ensured by the ful- fillment of the obligations which are subject to the performance assessment and to the responsibility of each of them. At the same time, the analysis focuses on the limits and criticalities of the Health National Service ap- proach that risk of nullifying the reform objectives.

L’articolo si propone di fare il punto su misurazione della trasparenza e valutazione della performance in Sanità. L’indagine evidenzia che in tale con- testo caratterizzato da un marcato deficit informativo in ambienti governati dall’illegalità, dalla povertà delle risorse e dalla disinformazione di massa, la tutela della salute si attua innanzitutto attraverso la prevenzione e la ge- stione del rischio affidata ai protagonisti del SSN ed assicurata dall’assolvi- mento degli obblighi oggetto di valutazione della performance e della re- sponsabilità di ciascuno di essi e, al contempo, i limiti e le criticità dell’ap- proccio alle Riforme che rischiano di vanificarne gli obiettivi.
