Consequently the expropriation proceeding are characterized by their complexity, giving rise to complex administrative procedures. The use of agreed urban planning modules, on one side, implements the principles of simplification and, on the other side, provides more protection to the administrated individuals that take advantage of the new configuration of the proceedings. Since the urbanism in not a subject in its own right, but a legal area that crosses different fields, pursuing multitude purposes, the jurisdiction belongs to the administrative judge whenever the expropriation has urban characters as it is directed to the realization of a public work that involves the transformation of the territory.
