This chapter presents a systematic literature review of 50 articles on public-sector case studies of technology-enabled change, including working arrangements and HRM practices. The data analysis was guided by an enhanced Leavitt’s model encompassing task, structure, technology, people, and environment elements. The findings indicate that while public organizations increasingly adopt advanced technologies, their application remains focused on improving existing services rather than targeting a more transformative change.
