Overcoming the boundaries of sectoral approaches to education and health, the paper aims at outlining new perspectives of development and understanding of self-evident, complex and multifactorial phenomena generating discrimination in the school environment, as well as in the access to care and social and health assistance, marginalization and social exclusion to the detriment of disabled children, terminally ill patients and their families. On the base of this scenario, the paper formulates "recommendations" aimed at identifying policy strategies, organizational models, remedies to the early school leaving, to the child educational poverty and social exclusion, as well as techniques to protect fundamental rights.
