The fight against corruption is a common goal of all democratic States operating in the context of globalization. However, the definition of efficient and uniform strategies must take into account the difficulty of defining and measuring the phenomenon of corruption itself. Particularly in the field of criminal law, which is a typical expression of national law, the task of standardizing legal systems presents significant efforts, as demonstrated by the difficulties in implementing the various international conventions on the fight against corruption. One of the solutions for increasing the efficacy and standarditation of solutions is probably to abandon an approach exclusively focused in the repressive side and to direct efforts to priority policies of administrative prevention of corruption.
