Public sector management reform should help public organizations to develop effectively cultural changes by driving the behaviors of public employees. The aim of this study is to elucidate that public sector reforms within Italian public administration contribute to designing change that relies on considering public management principles and laws as sources that drive the evolution of employment relationships. In Italy, public sector reform processes follow a juridical view for change leading towards a hybridization between traditional administrative culture and managerial culture. Public sector management reform is driving change and promoting values drawn from managerial principles and administrative principles emerging by law-based tradition and legalistic culture. The study relies on the analysis of literature on organizational change and human resources, considering some trends in public sector reform within the Italian public administration.
