Relevance of Strategic Infrastructures to Strengthen the EU’s Role on the Global Scenario: The Case of Ports To strengthen its role on the global scenario, the EU leverages on the strategic infrastructures as a useful instrument to put the EU at the centre of the global movements of goods and people and to attract foreign investments. Taking as an example the case of ports, the study reconstructs the difficult course that transformed them from a simple transport infrastructure into a neuralgic node of the Trans- European Networks, key instrument of EU growth, development, cohesion. To consolidate the central role of the port, the EU adopted rules aimed at assuring the opening of the service market and the transparency of the financial resources furnished by States. At the same time, on the international level, the EU pressed, both in multilateral and bilateral negotiations, for the adoption of rules aimed at restraining the acquisition of control over the ports by foreign investors, mainly those which are connected with Governments of their States of origin (Sovereign Wealth Funds and State-Owned Enterprises). To reinforce the protection against more aggressive investors, in particular Chinese ones, the EU adopted Regulation 452/2019 that introduces a Commission-States cooperation mechanism to control the foreign investment deemed as dangerous for projects of common interest. In conclusion, the study underlines that only with the elaboration of common standards with trade partners, it could be possible to effectively protect the EU strategic infrastructures and, at the same time, to strengthen the EU’s role as a global actor.
