The aim of this paper is to analyze the constitutional revision project A.C. n. 1173, XVIII Legislature, presented on September 19, 2018. This project intends to modify the Constitution by introducing the indirect popular initiative and the referendum of a proposal. Positive and negative aspects of this indirect initiative model have been here considered. In particular, the paper analyses whether the indirect initiative is adequate to pursue the goal of increasing public participation and the quality of public decision. Actually, the main question is if instruments based on popular initiative can substantially improve the quality of democracy in the Italian system of government.

Abstract
