In Italy,public sector reformprocesses tend tofollow a legalistic and juridical view to change leading to hybridization between traditional administrative culture and managerial culture. Public sector managementreform following a legalistic perspective is leading to process of change inwhich newvalues drawn frommanagerialprinciplesandadministrativeprinciplesdrawnby law-basedtraditionandlegalisticculturetendtoemergeandorientinnovationandchange. Thestudyreliesontheanalysisof literaturetounderstandthedynamicsofchangeand reformwithinpublicsectorwithregardstopublicsectormanagementreformandpublic employmentreformintheItalianpublicsector.Reformsupportstheintroductionofnew behaviorsandmentalitywithinadministrativecultureofpublicemployeesandservants.
