Matteo Renzi’s government has initiated a broad and ambitious program of modernizing the bureaucracy. In doing so, it seeks to balance the consolidation of the budget with far-reaching (at least in their intentions) measures on transparency, rationalization, and the reorganization of the public sector, as well as on simplification and digitalization. In line with a more comprehensive transformation of the political system, Law No. 124/2015—known as the Madia reform, after the minister of public administration and simplification, Marianna Madia—strengthens the role of the prime minister, reduces the organizational and procedural fragmentation of the bureaucracy by introducing a unitary framework law, and invites the citizens to exert direct control over the public institutions by increasing transparency.
