Regional Councils playing as Parliaments are seeking desperately a new way of organizing their support staff improving operational and professional structures in response to environmental complexity. Institutional and administrative reorganization on the waves of public sector management reforms, the legalistic nature of Italian politicoadministrative systems based on administrative law paradigm, historical and organizational tradition drawn by evolution of Italian Parliamentary administrations seem to exert influence on trajectories of reform and change that shape the organizational choices leading the design of governance and structure.
