Italian political institutions are facing serious challenges keeping up with complexity of governing. Constitutional reforms (1999-2001) have driven process of devolution and delegated to Regions legislative and administrative powers reshaping a form of government that emphasizes the distinction of roles between Regional Cabinet responsible of government and Regional Council responsible of control role and oversight on policymaking. Regional Councils playing as Parliaments are seeking desperately a new way of organizing their support staff improving operational and professional structures in response to environmental complexity. Institutional and administrative reorganization on the waves of public sector management reforms, the legalistic nature of Italian politicoadministrative systems based on administrative law paradigm, historical and organizational tradition drawn by evolution of Italian Parliamentary administrations seem to exert influence on trajectories of reform and change that shape the organizational choices leading the design of governance and structure.
