A key issue in the policy-makers debate is the promotion of R&D activities and patenting within regions. A basic idea in literature is that the more the patenting activity of firms and university within a cluster is high the more its competitiveness will be boosted. The aim of this paper is to explore if the characteristics of clusters affect the localisation of the patenting activity of their firms. We conducted a survey on the patenting activity of companies and universities in 22 highly competitive European clusters in order to discover if they are more oriented towards an intra-cluster or extra-cluster patenting approach. We found relevant differences between the patenting strategies of cluster applicants. More policy implications are suggested.
