Sustainable development policies commit local authorities to provide services to the population, efficiently and without waste of resources. The decentralization of functions and powers from the central government to sub-national levels of government has different outcomes depending on the method with which it is financed: if the financing takes place with tax revenue from its own taxes, rather than with transfers from the central government, it is more likely that the spending will take place in transparent ways and without the bureaucracy extracting rents. An empirical analysis on ordinary statute regions in Italy highlights that in the period 2012-2019 the frequency of regional corruption rates are negatively correlated with IRAP revenue (proxy for own taxes) and positively with transfers from the government. The asymmetric regionalism project inherent in the differentiated autonomy bill, providing that the major functions devolved to the Regions will be financed with a greater sharing of state taxes, leads us to believe that there may be an increase in the intensity of corruption in Italy.
