The article addresses the changes taking place in the EU with regard to health risk assessment and risk management in relation to communicable diseases. The creation of new European agencies has centralized much of the decision-making process at supranational level, with repercussions on national health administration. It becomes apparent that the EU exerts greater influence on national administrative systems both from the point of view of public policy formation and from a strictly administrative point of view (e.g. with regard to health planning). It also addresses the question of whether the centralization at European level of certain health risk management choices shifts the decision-making responsibility, posing both a problem of democratic legitimacy and of public awareness and respect for these choices.
