THE DIFFUSION OF INNOVATIVE SMES IN ITALY. AN ECONOMIC AND FINANCIAL PERFORMANCE ANALYSIS). Many scholars believe that the presence of innovative SMEs in a territorial context is of fundamental importance for its social and economic development. For this purpose, in Italy, the Decree Law 3/2015 has created a special register where SMEs that inten d to systematically pursue the paths of technological innovation can register. The Decree provides that registered SMEs can obtain many benefits and concessions in order to mitigate the problems that SMEs usually experience when they try to undertake the complex and uncertain paths linked to the systematic introduction of innovations. With this in mind, this contribution proposes an analysis of the economic and financial performances obtained by these innovative SMEs in the five-year period 2016-2020. The aim is to verify whether the presence of these supports actually helps SMEs. The AIDA database was used to identify structural data and financial and economic ratios on innovative SMEs. After analysing the trend of some financial and equity indices with respect to three structural variables, through the statistical test of the analysis of variance (ANOVA) it was then verified the existence of significant differences between the averages of the indicators considered as a function of the structural variables. The results of the analysis show that innovative SMEs present a satisfactory situation, with a valid profitability and a bearable financial and economic balance. It is therefore to be assumed that the mentioned decree is positively manifesting its effects, encouraging many SMEs to open up to technological innovations. Some policy indications also emerge from this study. Among them, it seems advisable for policy makers both to promote the culture of entrepreneurship and to intervene to improve the business climate in which SMEs operate, as SMEs are more sensitive to environmental influences than large companies. Additionally, they should aim at proposing tools that increase the participation of SMEs in knowledge flows and the strengthening of human capital, which appear to make companies more receptive to innovation .
