The health emergency caused by the Covid-19 imposed the adoption of strong containment measures entailing restriction of freedom of movement and assembly. On March 11th Italy entered a country-wide lockdown, the country’s most restrictive measures since World War Two. The measures adopted prevented the election campaign for the constitutional referendum on the reduction of the number of the members of parliament established on March 29th. For the first time in the republican history, it was necessary to postpone the date of a constitutional referendum. This circumstance constitutes an opportunity to reflect on the conditions necessary to guarantee the freedom and equality of the right to vote.
