The use of parliamentary staffs reflects an effort to acquire institutional expertise and professionalism in the legislative branch to counterbalance a perceived advantage within executive agencies. There are different models of parliamentary administration and different models of parliament. Mixed models may emerge over time. Critical approaches seek to develop a political engagement with change. The focus on the ongoing political dynamics within an organization may shape how meaning emerge and evolve. Organizations should be seen as a social process plagued by contradictions and rived by clashing power relations. The generation of new models of organisational change is often a way different groups can seek to advance their interests and reshape relations of power. Strategic and organizational change within Italian parliamentary administrations can be considered as the result of political engagement and relationship between politicians and administrators that influenced over time the design of governance and structure.
