Seaport terminals face a twofold kind of goals on the one hand they serve the public interest of facilitating, in the most effective way they can, the external trade of regions and on the other hand they must pursue to gain a profit from their activity running efficiently their assets. The paper discusses how the different countries and regions in the world have balanced public and private aims of the various port players resulting in a multiplicity of port governance models and it traces the different paths followed in order to enhance the competitiveness of ports. The paper concludes proposing new issues that may require a re-thinking of traditional port governance models.
