In this paper we argue that the discussion of important reforms treated in isolation in the European research agenda can be more constructively framed within the framework provided by the developments of the European Employment Strategy (EES). To this aim, we reconstruct its origins, report on its impact and discuss its likely future. We stress that the undertaken reform of the EES is not entirely adequate to solve the perspective problems of the European labour market, and that structural policies should be coordinated with the labour market policies to be established at the European level.
